Clouds Hill Farm

There have been two important developments since our last update.

Surrey Highways, an important statutory consultee as the Council Highway Authority (CHA), has submitted its response to Elmbridge. It is very poor. It ignores the facts, dodges the difficult issues and subject only to a few largely irrelevant proposed conditions has raised no objections. FEDORA has again retained an expert to advise and we have written to Elmbridge to express our concerns and enclose the expert report.

One key point of dispute is whether the site is a reasonable walking distance from the railway station. We have therefore asked the Elmbridge planning officer to do the walk personally before her report is finalised. Our Elmbridge councillors are supportive of this request.

With the support of our Surrey councillor, Andy Burton, we have also raised our concerns with Surrey CC.

The Applicant has submitted a response to the objections raised by the Residents Against Clouds Hill Farm Development action group. The group is considering its next steps and has launched a further request for funding. The Application will go before a meeting of the Elmbridge Planning Committee for a decision. Committee members will receive a recommendation from the planning officer about a week before the meeting which will then be public. Members of the public can attend the Committee meeting as observer. We will provide the date and further details as soon as they are known for the benefit of any residents who wish to attend.

Local Government Reorganisation (LGR)

This is proceeding at pace. It will be complex and will have significant ramifications for Oxshott. We will provide a more detailed update in the next FEDORA magazine but to clarify and debunk a few myths:

  • Elections for the East Surrey Unitary Authority will take place on 7 May 2026. They have not been postponed.
  • Voting wards will reflect the new boundaries that we have explained previously. Most of us will be in Cobham and Oxshott South, some will be in Esher, Claygate and Oxshott North.  If you are unsure which ward you are in look here (although it is not that clear). https://www.surreyi.gov.uk/electoral-division-summaries-infographics/

To confuse matters the new wards do not align with Parliamentary Constituency boundaries.

  • There will be two councillors for each ward and each resident will have two votes.
  • We still expect mayoral elections in 2028.

We will provide further details neater the time, including the names of candidates notified to us.

Oxshott High Street update

We agreed at our AGM that we would keep people up to date with developments in the regeneration of the High Street. The team involved have a website which can be accessed here and will contain a monthly update. https://oxshottvillage.com/news/

The January update reports that work at No 1 is progressing according to plan and is expected to be completed by the end of the Summer.

Incidents on Oxshott Heath

A number of concerning and unsavoury incidents were reported as taking place on Oxshott Heath late last year. The Police have details but so far no arrests have been made as far as we are aware.
